Udyam (MSME) Registration for Startups: Who Needs It and How

Udyam Registration for Startups: Startup India Today guide

Udyam registration is the government’s registration for micro, small and medium enterprises (MSMEs). Many founders hear about it from a bank, a consultant or a competitor and are unsure whether they need it on top of company registration and DPIIT recognition. This guide explains what Udyam is, the official size limits, the documents you need, why some startups register and how to avoid the paid websites that pretend to be official.

Quick facts

  • What it is: the official registration for MSMEs with the Ministry of MSME, at udyamregistration.gov.in
  • Cost: free; the portal says there is no fee for filing Udyam registration
  • Basis: online, paperless, based on self-declaration
  • Identity and tax details: Aadhaar is required; PAN and GSTIN are also needed from 1 April 2021, subject to GST applicability
  • Size limits from 1 April 2025: micro up to Rs 2.5 crore investment and Rs 10 crore turnover; small up to Rs 25 crore and Rs 100 crore; medium up to Rs 125 crore and Rs 500 crore

Udyam Registration vs DPIIT Recognition

These are different. DPIIT recognition is the Startup India status for innovative young companies. It gives access to startup-specific benefits such as IP fee relief, tender relaxations and funding schemes (see our list of DPIIT-recognised startup benefits). Udyam registration is for MSMEs and unlocks MSME schemes, such as collateral-free credit through the credit guarantee scheme for micro and small enterprises. A startup can have both. Neither replaces the other, and neither replaces company registration.

Who Can Register?

Any enterprise that falls inside the MSME size limits and carries on manufacturing or services can register. The size is judged on two measures, investment in plant and machinery or equipment, and annual turnover. The Udyam portal shows the limits revised from 1 April 2025:

CategoryInvestment up toTurnover up to
———
MicroRs 2.5 croreRs 10 crore
SmallRs 25 croreRs 100 crore
MediumRs 125 croreRs 500 crore

The earlier limits were lower (for example, Rs 1 crore and Rs 5 crore for micro enterprises), so check that any article you read uses the revised figures. For the exact classification rules, including how turnover is counted, use the portal.

Is Udyam Registration Free?

Yes. The portal states in its heading that registration is free of cost and that this is the official website of the Ministry of MSME. It also warns that no other website, portal or app is official. This matters because many private websites show up in search results and charge fees for the same thing. You do not need to pay an agent to register.

Use Only the Official Udyam Portal

Use only the official Udyam portal, udyamregistration.gov.in. Registration is free, so beware lookalike sites that charge a fee. The portal describes itself as the official website of the Ministry of MSME, states that registration carries zero cost and no fee, and says no other website, portal or app is official and that MSMEs should register on that portal only.

In practice: type the address yourself or open it from the Ministry link in the Official Sources list below, check that the address ends in .gov.in, and walk away from any site, agent or app that asks for payment before issuing a certificate.

What Do You Need?

The portal explains that Udyam registration is paperless and based on self-declaration, and that investment and turnover details are taken automatically from government databases, so no documents need to be uploaded. In practice, keep these ready:

  • Aadhaar number of the proprietor, managing partner or authorised signatory. The portal says Aadhaar is required.
  • PAN and GSTIN. The portal says PAN and GSTIN are required for Udyam registration from 1 April 2021, subject to GST applicability.
  • Business details: name, type of organisation, address, bank account, date of incorporation or start of business, and the activity (manufacturing or services).
  • Mobile number and email for verification.

Step by Step: How to Register

1. Open the official Udyam portal by typing the address yourself into the browser. Do not click on ads.

2. Choose the option for a new enterprise that is not yet registered.

3. Enter the Aadhaar details and complete verification.

4. Enter PAN and business details as asked.

5. Review what the system shows, submit and download your Udyam certificate.

If any step looks different from this outline, follow the portal. It is updated from time to time.

Why Would a Startup Register?

There are practical reasons:

  • Credit support. The June 2026 Startup India playbook lists the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) for collateral-free loans to micro and small enterprises, where the trust guarantees 75% of the loan amount to the bank and the maximum cover is Rs 10 crore per borrower. Loans must meet the MSME definition. See also our CGSS guide for the startup-specific guarantee.
  • MSME schemes. The playbook lists other schemes for MSMEs that startups can use.
  • Lender and buyer comfort. Some banks and buyers ask for a Udyam certificate.

Whether you benefit depends on your business. A software company with no loan plans may not need it now. A manufacturer planning a bank loan probably does.

Common Mistakes

  • Paying for registration. The official registration is free. Do not pay an agent for a certificate you can get yourself.
  • Using a look-alike website. Check the web address carefully.
  • Using outdated size limits. Articles older than April 2025 show lower limits.
  • Entering wrong turnover or activity. It is a self-declaration and the data is checked against government records.
  • Mixing Udyam with DPIIT. They are separate registrations with separate benefits.
  • Forgetting to update. If your business grows or changes activity, update your details.

Frequently Asked Questions

Is Udyam registration compulsory?

The portal presents registration as the route to MSME benefits. It is not a substitute for company registration or GST registration. Whether you must register depends on the scheme or contract you want, so check the requirements of the scheme or lender.

Can a private limited company register under Udyam?

Yes, any enterprise within the size limits can register. Provide the details for the company.

Do I need GST registration first?

The portal says GSTIN is required from 1 April 2021 subject to GST applicability. If GST does not apply to your business, the portal’s rules for that case apply. Read our GST registration guide to understand when GST applies.
